New AWS accounts have fairly tight default limits: on-demand vCPU count, Elastic IPs, instances per type, and more. As your business grows, these limits need to be raised through a Service Quota request to AWS Support.

Request incremental increases (e.g. 2-4x your current limit) rather than a huge single jump. AWS approves proportional requests that match your account's usage history much faster.
